“Data and statistics have an important role to play, effective management therefore is very important as a basis for making the right decisions," stated Dr. Edi S.H. Susetyo during the opening session.
In a bid to improve the quality of environmental and forestry statistics and ultimately improve public policy, the Data and Information Center of the Ministry of Environment and Forestry (KLHK), supported by FORCLIME, held a workshop on 21 May 2024 at the Manggala Wanabakti Building in Jakarta. The aim of the workshop was to discuss the One Data Indonesia concept, as well as various design strategies that could be used to improve the overall quality and accessibility of statistical environmental data. In addition, the workshop also discussed possible collaborations between institutions, information technologies and the benefits of using consistent and reliable data during the development of sustainable public policies. The event was opened by the acting Head of the KLHK Data and Information Center, Dr. Edi Sulistyo Heri Susetyo, and was attended by representatives from Bappenas and the Central Level SDI Secretariat of the Ministry, as well as by the Director of Livestock, Fisheries and Forestry Statistics at the Central Statistics Agency and representatives drawn from all units at the Ministry of Environment and Forestry and FORCLIME.
This activity was organized in order to support the government's One Data Indonesia (SDI) policy, which is a government data management initiative that aims to produce data that is accurate, up-to-date, integrated and accountable, as stated under Presidential Regulation Number 39 of 2019 on One Data Indonesia. The SDI policy is expected to promote ease of access and data sharing between central agencies and regional agencies. The Ministry of Environment and Forestry established the One Data Forum for the Ministry of Environment and Forestry at the end of 2022. The aim of establishing this forum is the creation of data that is accurate, up to date, integrated, accountable, sustainable, easy to access and shared and that can be managed carefully, which requires support through integrated planning, implementation, evaluation and control over One Data organizers operating through the Ministry of Environment and Forestry.
“The KLHK One Data Collaboration Forum is extremely valuable. Our discussion highlighted the need for accurate and accessible environmental data. Reliable spatial data across various sectors is very important in terms of holistic environmental management," explained Yan Abi Rahmanu from the Directorate of Forest Resources Inventory and Monitoring, Directorate General of Forestry Planning and Environmental Management, KLHK.
In the wake of this workshop, the KLHK One Data Collaboration Forum will now work to provide guidance and training on Electronic-Based Government Systems (SPBE) to representatives from all KLHK Echelon I units. This guidance and training will support the implementation of SDI through the provision of information and communications technology support and shared communication, as well as through application development and the construction of necessary Information Technology infrastructure.

With the overall purpose of preparing a plan to develop the human resources capacity of the Papua Province Forestry and Environment Service (DKLH), particularly within the field of geographic information systems (GIS)/mapping, DKLH, working in conjunction with FORCLIME and the Jayapura Region XV Sustainable Forest Management Center (BPHL), held an online meeting on the 16 May 2024. This meeting was a follow-up to a previous Training Needs Assessment (TNA) that was carried out in August 2023, with the dissemination of the results of this TNA being completed in November 2023.
During the meeting, Mr. Imam from BPHL shared his experience of conducting GIS training sessions in 2022 and 2023 with the attendees. Among the lessons learned during these sessions was the fact that two days of training were insufficient. Moreover, there had been a lack of opportunity to apply the knowledge after the completion of the training sessions. Mr. Imam also stated that in 2024, BPHL will allocate a budget for similar activities and expressed the hope that the training activities in question would be synergistic in terms of time, participants and presenters.
During the meeting, FORCLIME’s advisor for GIS/Remote Sensing and eLearning, Danan Hadi, presented the results of the TNA analysis, which recommended that Basic Level GIS training be undertaken through the use of free, open-source software (FOSS) based applications. Mr. Hadi’s presentation also addressed the training curriculum and syllabus, which include learning materials, learning methods (both theory and practice), instruction hours for training implementation and post-training follow-up plans. In addition to being designated as priority training based on TNA results, this GIS training program is also based on a request that was filed with the Head of Papua DKLH and that was submitted to FORCLIME in 2021 and 2022.
Mr. Ridwan Atmojo (Papua DKLH official) explained during his address that seven forest management units (KPHs) are currently operational in Papua. One of these KPH has to prepare a new Long Term Forest Management Plan (RPHJP) due to the fact that its RPHJP has already expired. Additionally, the other six KPHs are having to revise their RPHJP due to changes in the relevant area sizes. In order to prepare the RPHJP, KPH staff who are skilled within the field of GIS and mapping will be required and will design the forest layouts of the relevant KPH areas.
DKLH has welcomed and has expressed its gratitude for the FORCLIME and BPHL initiative, which will involve the organization of GIS training sessions for DKLH and KPH staff. DKLH hopes that every KPH will become involved in this GIS training programme and that FORCLIME will be able to provide them with post-training assistance. In addition, it is also hoped that FORCLIME and BPHL will be able to work together so that the development of DKLH and KPH HR capacity within Papua, particularly within the field of GIS, can be implemented in a structured and sustainable manner.
This meeting is set to be followed up with further discussions between FORCLIME, the Papua Forestry and Environment Service and BPHL Region XV Jayapura.

As Chairman of the Coordination and Communication Forum of Lore Lindu Biosphere Reserve (LLBR), the Regional Development Planning Agency (Bappeda) of Central Sulawesi Province has been holding a series of meetings in order to prepare a CBLL Periodic Review document since 2022. The overall aim of these meetings is to ensure that obligations stipulated under the Man and the Biosphere Programme - United Nations Educational, Scientific and Cultural Organization (MAB-UNESCO) are fulfilled in line with periodic reviews of biosphere reserves that are conducted every 10 years.
The latest of these meetings was held by the Central Sulawesi Province Planning Agency (Bappeda), led by the Head of Infrastructure and Regional Development, Mr. Subhan Basir, ST., MprojMgmt., as well as the Head of the Administration Section of the Lore Lindu National Park Center, Mrs. Arma Janti Massang, M.Si., and was supported by FORCLIME. The meeting was held in Palu City on 15 May 2024 and was attended by:
The Lore Lindu National Park Center, as the Secretary of the Forum,
The Regional Research, Development and Innovation Agency, as Coordinator for Conservation, Education and Training,
The Central Sulawesi Provincial Community and Village Empowerment Service, as Coordinator for Community Empowerment,
The Central Sulawesi Provincial Environmental Service, as Coordinator for Sustainable and Environmentally Friendly Development, and
The Central Sulawesi Provincial Industry and Trade Service, as Coordinator for the Verification and Registration of Lore Lindu Biosphere Reserve Products.
The material that was discussed during this meeting was the third draft of the Periodic Review Report, as facilitated by Mr. Ismet Khaeruddin, FORCLIME Adviser on biodiversity conservation and Coordinator for Central Sulawesi. An additional facilitator was also drawn from the Forum Secretariat. The meeting aimed to review and strengthen the content of the draft Periodic Review document by adding data and attachments to the reports that had been provided by the parties. Many changes have occurred over the last 10 years (2013 - 2023) in terms of the prevailing sociocultural, economic and ecological conditions within the region. For this reason, it is necessary to update data from the parties in an effort to improve the draft LLBR Periodic Review document. During this meeting, stages for the accelerated completion of the 2023/2024 Periodic Review Report were also agreed.
This meeting will be followed up by other meetings in order to ensure that the Lore Lindu Biosphere Reserve Periodic Review document meets the requirements and is ready to be submitted to MAB-UNESCO later this year.
