The Environment and Forestry HR Training Center (EF HR Training Center) has been collaborating with FORCLIME 4.0 and the eLearning consultant agency, Common Sense, in order to develop an eLearning initiative since 2021. These eLearning development assistance activities are primarily focused on developing the capacities of the eLearning team, improving the Learning Management System (LMS) and developing Standard Operating Procedures (SOP) for the implementation of eLearning, as well as the development of interactive eLearning media.

In 2023, the EF HR Training Center started developing MOOC that address certain topics, including Gender and Social Forestry Assistance. After considering the eLearning dynamics at the Ministry of Environment and Forestry (MoEF), the EF HR Training Center then proposed that FORCLIME should provide assistance in order to develop MOOC that will ultimately be aimed at the improvement of education and training services for environmental and forestry sector stakeholders. This proposal was followed up by FORCLIME 4.0 and Common Sense through mentoring that has been aiming to strengthen the MOOC as follows: (1) Assessment of MOOC development at the EF HR Training Center; (2) Preparation of a MOOC development roadmap at the EF HR Training Center; (3) LMS development capable of supporting MOOC; (4) Final socialization of the results of MOOC development assistance, which will be implemented during the January - October 2024 period. It is hoped that this mentoring activity will help to improve the quality and quantity of MOOC implementation at the Ministry of Environment and Forestry.

As a first step in this mentoring activity, the EF HR Training Center, working in conjunction with FORCLIME and Common Sense, held an online MOOC Development Workshop on 26 January 2024. This activity was attended by 60 participants drawn from various work units of the HR Training and Counselling Agency (BP2SDM), including representatives of the EF HR Training Center, EF Training Centers in Indonesia, the EF Counseling Center, the EF HR Development Planning Center, community training centers (Puslatmas), Environmental Generation and the BP2SDM Secretariat. In addition to presenting mentoring plans for MOOC development during 2024, this opening event also included a discussion of the results of mentoring for eLearning development in 2023, as well as an evaluation of the MOOC that was organized at the EF HR Training Center in 2023 and an identification of the various training themes that need to be developed through MOOC during 2024.

This activity will be followed up with a stocktaking effort that will address the readiness of the EF HR Training Center and the EF Training Centers (BPLHK) in terms of the organization of MOOC. This initiative will be held around February – March 2024.

As part of the Leadership Training for Habitat Protection and Controlling the Utilization of Wildlife (plants and animals) Batch II 2024 series, the Papua Natural Resources Conservation Center (BBKSDA), supported by FORCLIME, held an FGD for nature lover groups and youth groups in Papua on 17 January 2024. The FGD was also attended by representatives from PT. Pertamina Patra Niaga SH C&T Regional Papua and Maluku, Ottow Geissler University. The discussion was opened by Mr. Prama Gustian S.Hut., M.Si., lecturer from the Center for Environmental and Forestry Education and Training and was held at the Cenderawasih Paradisaea minor Monitoring Site Plot 2, Tablasupa Village, Jayapura Regency, Papua Province.

During the discussion, Mr. Chandra Irwanto Lumban Gaol, S.Hut., M.Si., forestry extension officer of BBKSDA Papua, explained that BBKSDA commonly encounters various difficulties when working to prevent wildlife poaching due to a lack of personnel in the area. Mr. Gaol also noted that in Papua, no concerns have to date been raised or actions taken by youth groups regarding the protection of wild plants and animals. The hope, therefore, is that this discussion will inspire participants to provide support and assistance regarding control over the circulation of wildlife within Papua.

The ultimate goal in this regard is for the younger generation to gain an awareness of the importance of protecting wildlife in order to ensure forest sustainability, particularly within the forests of Papua.

 The 2023 Conference of Parties (COP) 28 United Nations Framework on Climate Change Conference (UN-FCCC) was held in Dubai, United Arab Emirates from 30 November to 12 December 2023. This Climate Change Conference, which discussed various climate change issues, is held every year. Delegations from all over the world attended this year’s event, including representatives from member countries, scientists, businesspeople, indigenous peoples, journalists, experts and other related parties.

Every year Indonesia engages in soft diplomacy during the COP via its Indonesian Pavilion. Through the Indonesia Pavilion, climate actions that have been implemented in Indonesia are showcased, both by the government, the private sector and other civil society players.

This year, West Kalimantan Province was also present and offered some insights into the development of climate funding proposals from the Global Climate Fund (GCF). Acting Governor of West Kalimantan, dr. Harisson, MPH., underlined the province's strong commitment to implementing sustainable development through the improved governance of natural resources and programmes related to climate actions. After this address, the proceedings continued with a presentation from the West Kalimantan Province Environment and Forestry Service, GIZ, PT. Kandelia Alam and the National Defense University. Mr. Wandojo Siswanto, Senior Advisor for Forestry Policy and Climate Change at FORCLIME (a cooperation program between the Federal Government of Germany and the Republic of Indonesia relating to forests and climate change) also spoke on the collaboration and the role that GIZ is currently playing supporting the West Kalimantan Province as it prepares a proposal for CGF climate funding.

The presence of West Kalimantan Province at the Indonesian Pavilion during the COP28 demonstrates the ongoing cooperation and collaboration between the West Kalimantan Provincial Government and stake-holders as these parties work to implement sustainable development and contribute to the 2030 NDC and FoLU Net Sink targets.
