The Director General of Social Forestry and Environmental Partnership on behalf of the Minister for Environment and Forestry signed a decree (No. SK.8868/MENLHK-PSKL/PKPS/PSL.0/12/2018) on the recognition and protection of forestry partnerships between community groups (Kelompok Sadar Wisata Allo Malau) and forest concessions (PT. Inhutani I Labanan Unit). The partnership aims to improve the income of the Tepian Buah community by managing the Tembalang waterfall as tourism spot, located inside the forest concession area. This partnership scheme refers to the regulation of the Minister for Environment and Forestry No.P.83/Menlhk/setjen/Kum.1/10/2016 concerning social forestry. FORCLIME supported the community of the Tepian Buah Village starting with the preparation and development of the partnership paper until the Minister's Decree was issued.

FORCLIME Technical Cooperation (TC) Module held the Annual Work Plan 2019 coordination and synchronization workshop with its national partners on 29 January 2019 in Bogor. The national partners were represented by 13 Program Technical Committee (PTC) members, representing echelon 2 of the relevant ministry staff, and 14 implementing partners of the Ministry of Environment and Forestry.
The results of the Program Technical Committee (PTC) Meeting on 28 August 2018 and the Program Steering Committee (PSC) on 4 December 2018 were presented and discussed. The participants referred to these results by developing and proposing activities that need to be supported by FORCLIME-TC. The proposals submitted during the meeting will be synchronized by each FORCLIME Strategic Area Manager.
The proposed activities include: supporting forest planning and policy development, information system on the development of forest management unit operations, development and management of grand forest park (Tahura), forest resources inventory in regard to MRV and FREL at the KPH level, REDD+ finance mechanism, conflict mediation, and capacity building. As the project is expected to be completed in 2020, some activities related to exit strategy were also discussed and will be followed up with publications focusing on impact and lessons learned.

After several meetings and discussions, the academic paper and the initial draft of the regional regulation concerning the Watershed Management in East Kalimantan Province were completed at the end of December 2018. The preparation of the regional regulations follows the mandate of the Law No. 1 of 1999 concerning the Forestry and Government Regulation (PP) No. 37 of 2012 on Watershed Management. The preparation of the academic paper and regional regulation draft is to clarify and strengthen the implementation of watershed management and water resources in East Kalimantan province. Since November 2018, FORCLIME has supported the Mahakam Berau Watershed Management Center (BPDAS) and the East Kalimantan DAS Forum in the preparation of documents and supported in providing necessary data and information. The two documents will be discussed again with the relevant stakeholders prior to submitting to the East Kalimantan parliament for dialogue and approval.
