As a follow-up to discussions on institutional changes to the West Kalimantan REDD+ Working Group (WG) that were held on 9 December 2021, the Environment and Forestry Service of West Kalimantan Province, supported by FORCLIME, continued said discussions through a public consultation that addressed the draft Governor's Decree on the REDD+ WG institution, which was held on 15 December 2021 in Pontianak, West Kalimantan. The consultation was conducted both online and offline and was opened by the Head of the Environment and Forestry Service of West Kalimantan Province, which was being represented by Mrs. Lasmi Yulistiana, SP., M.Si as the Head of Waste Management, B3 Waste and Pollution Control. The meeting was also attended by representatives from West Kalimantan Provincial Government agencies, as well as a number of academics, development partners and representatives from the private sector.
This consultation activity resulted in the formulation of a final draft of the Governor's Decree on REDD+ WG Institutions and engaged the Regional Secretary of West Kalimantan Province as the Chair of the REDD+ WG and the Head of the Environment and Forestry Service of West Kalimantan Province as the Secretary of the WG, as well as the Head of the Secretariat of the REDD+ WG. The REDD+ WG will comprise 3 (three) areas, specifically the REDD+ sector, the sustainable commodities sector and the green growth sector. Meanwhile, the secretariat of the REDD+ WG will comprise 5 (five) areas, specifically administration and policy; planning and budgeting; MRV and safeguards; fund mobilization and benefit-sharing; and knowledge management, communication and publications. This draft introduces the possibility of wider stakeholder involvement in the REDD+ WG.
This final draft will now be submitted to the Legal Bureau of the Regional Secretariat of West Kalimantan Province for further processing.
According to Imanul Huda, S.Hut, M.Hut, Director of PRCF Indonesia, this institutional revision is extremely significant. “Legal certainty in terms of the REDD+ WG is vital in terms of support for the activities conducted by the WG. This revision is important to the institution and will support the efficiency and effectiveness of the work of the West Kalimantan REDD+ WG,” Mr Huda explained.

On Thursday, 9 December 2021, the Environmental and Forestry Human Resources Education and Training Center in conjunction with GIZ and Common Sense held a Kick-Off Meeting that specifically addressed the E-Learning Development Assistance Plan for the Environmental and Forestry Human Resources Education and Training Center, the Environment and Forestry Education and Training Center (BD LHK) and the Forestry Vocational High School (SMK). This plan will be implemented over the next few years. The meeting was held online from 13.30 - 16.30 WIB (7.30 - 10.30 Vienna Time) and was opened by the acting Head of the Human Resources Extension and Development Agency (BP2SDM) at the Ministry of Environment and Forestry (KLHK), Ms. Mariana Lubis.
The meeting was a follow-up to assistance provided by GIZ in relation to the development of e-Learning at the Ministry of Environment and Forestry Education and Training Center, a collaboration that commenced back in 2014. This mentoring activity is focusing on capacity building for management, trainers, administrative teams and training providers for e-learning development programmes at the HR Education and Training Center and is being provided by Common Sense, a consulting agency with more than 20 years of experience in capacity building in relation to digital learning and the creation of learning content. To date, Common Sense has worked in over 60 countries across the world.
In order to collect initial data relating to E-Learning conditions, GIZ, working in conjunction with Common Sense, facilitated discussions through the use of the Mentimeter Wordcloud and Padlet applications. Using these applications, participants were able to contribute actively and freely, providing information that addressed the vision, goals and desired results of future e-learning initiatives. Furthermore, the meeting participants were also asked to analyse the needs of stakeholders working within the HR Education and Training Center as regards the development of e-Learning.
The kick-off meeting concluded with the preparation of a Follow-Up Plan through the formation of three working groups, specifically: a) The Learning Management System/LMS Evaluation Team; b) The Digital Learning Competency Assessment Team for Widyaiswara (lecturer); and c) The E-Learning Content Development and Selection Team.

In order to prepare a priority programme for 2022 which will be implemented in conjunction with FORCLIME, the Papua Provincial Forestry and Environment Service held a coordination meeting on 8 December 2021 in Abepura, Jayapura City, Papua. The meeting was opened by Dr. Estiko Tri Wiradyo, SH. M.Si, the Head of the Forestry Planning Division at the Papua Provincial Forestry and Environment Service, and was also attended by the Director of Forestry and Water Resources Conservation at Bappenas, Dr Nur Hygiawati Rahayu, ST, MSc., As well as by FORCLIME’s Program Director, Georg Buchholz.
During the meeting, the Papua Provincial Forestry and Environment Service presented several programme proposals for joint implementation by the Papua Provincial Forestry and Environment Service and FORCLIME during 2022, including the following initiatives:
1. Strengthening of the REDD+ Working Group and carbon surveys.
2. Dissemination of regulations in the wake of the issuance of the Job-Creation Law.
3. Preparation of forest management plans by Production Forest Management Unit (KPHP) XXI and Protection Forest Management Unit (KPHL) XXIII.
4. Strengthening the capacities of forest farmer groups.
5. Promotion of non-timber forest products.
6. Promotion of the International Conference on Biodiversity, Ecotourism and Creative Economy (ICBE).
In terms of efforts to strengthen the Papua REDD+ Working Group, the Papua Provincial Forestry and Environment Service and members of the Papua REDD+ Working Group, supported by FORCLIME, undertook a study visit to the West Kalimantan REDD+ Working Group last November.
“The results of the visit of the Papua REDD+ Working Group to the West Kalimantan REDD+ Working Group, supported by FORCLIME, have been conveyed to the Head of the Papua Provincial Forestry and Environment Service. I also stated that one important lesson to learn should be the creation of a secretariat that will support the Working Group. In this regards, the Head of the Papua Provincial Forestry and Environment Service provides a direct secretariat to the Papua REDD+ Working Group," explained Dr Estiko Tri Wiradyo, SH. M.Si, Head of the Forestry Planning Division for Papua Province.
The results of this coordination meeting will be integrated into FORCLIME’s annual 2022 work plan.
