A new book titled “Safeguards Information System for REDD+ in Indonesia – Moving towards an Operational SIS-REDD+” has been published in September 2016. The publication was developed collaboratively between the Forest and Climate Change Programme (FORCLIME) and its Indonesian partners from the REDD+ Division at Ministry of Environment and Forestry (MoEF) in Indonesia.

Since 2011, FORCLIME and MoEF have been working together to set up a Safeguards Information System for REDD+ (SIS-REDD+) in Indonesia as mandated in the UNFCCC’s decision at COP 16 in Cancun, and to ensure minimum negative impacts on people and the environment from REDD+ related activities. Through a multi-stakeholder process the seven Cancun safeguards were translated into the Indonesian context. This included an analysis of existing safeguards-related instruments in Indonesia (such as policies, regulations and practices), followed by the development of principles, criteria and indicators (PCI) for the SIS-REDD+. Furthermore, an assessment tool for REDD+ implementers to measure compliance with the REDD+ safeguard PCI was developed, and a web-platform presenting information on safeguards implementation established. While sub-national level implementation of the SIS-REDD+ has already been piloted in East Kalimantan and Jambi provinces, next steps include expansion of SIS-REDD+ operationalization throughout Indonesia, and the establishment of a legal umbrella framework for SIS-REDD+.

To communicate these valuable experiences and lessons learned to the wider REDD+ community, both in Indonesia and internationally, the REDD+ Division at MoEF and FORCLIME jointly developed the consolidated book “Safeguards Information System for REDD+ in Indonesia – Moving towards an Operational SIS-REDD+”.

A Titan arum or Amorphophallus titanum, called Bunga Bangkai in the local Dayak language, was spotted during a two-day training on rehabilitation of old cocoa trees at Ukit Ukit village in Kapuas Hulu district, West Kalimantan. This plant with the unpleasant odor similar to a rotten animal, is classified as vulnerable by the International Union for the Conservation of Nature (IUCN Red List).

It was found in an old mixed secondary forest consisting of high fruit and crop trees such as durian, rambutan, cocoa and rubber trees, close to the river banks of Labian River. As the plant is very sensitive to habitat changes, the presence of Bunga Bangkai in the forest shows that the soil condition is good, biodiversity is rich, and there is an ecological balance.

FORCLIME supports community groups in Kapuas Hulu district including 12 agroforestry farmers from Ukit Ukit and Labian Iraan villages to improve their capacities in agroforestry system.

On the 27th of  September 2016 the Implementation Agreement for the extension of the TC-Module Forests and Climate Change Programme (FORCLlME) was signed between GIZ and the Bureau of Planning, Ministry of Environment and Forestry. Through this signing, the Programme is prolonged until 2019. The main focus for the period of 2017-2019 is improving the legal and institutional framework for sustainable forest management, biodiversity conservation and the reduction of greenhouse gas emissions from the forestry sector.

As stipulated in the Government to Government negotiations in 2015, the geographic scope of FORCLIME field activities is West-North-and East Kalimantan with activities supporting the KfW Forest Programme 3 in Central Sulawesi along with the national level interventions.

FORCLIME is financed by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ and the Ministry of Environment and Forestry, represented by the Bureau of Planning as Executing Agency.
