As a follow-up to the institutional strengthening of Social Forestry Groups (KPS) through the Doda Village Forest Management Institution (LPHD), the Central Sulawesi Provincial Forestry Service through the technical implementation unit of the Kulawi Forest Management Unit (KPH), in conjunction with FORCLIME, held a meeting on 21 July 2022 in the village of Doda in Sigi Regency, Central Sulawesi. The meeting, which was opened by the Village Head of Doda, Erik, aimed to strengthen the Village Forest Management Institution (LPHD) through the establishment of the Social Forestry Business Group (KUPS), which was later named Sintuwu Singgani, which means, “United together”. This name has been chosen in the hope that the new KUPS will become a common force in terms of maximizing the welfare of the inhabitants of Doda. Furthermore, KUPS Sintuwu Singgani is set to manage the candlenut seed processing business. As a first step, KPH Kulawi will provide a candlenut crusher which is currently being stored at the KPH Kulawi office ready for mobilization by the KUPS Secretariat in the village of Doda, Kinovaro District, Sigi Regency.

In the wake of the meeting, the Doda Village LPHD, facilitated by FORCLIME, will draw up a Decree of the Head of KPH Kulawi that addresses the Establishment of the Sintuwu Singgani Social Forestry Business Group, as stipulated under Regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number 9 of 2021 on Social Forestry Management. Furthermore, KUPS Sintuwu Singgani will hold regular meetings as a means of communication and coordination regarding the management of the institution.

FORCLIME, working in conjunction with the West Papua Forestry Service, held a recent dissemination session on the social forestry and FORCLIME programme in the supported villages of Wendi and Haha, which are located in South Sorong Regency, West Papua, from 27 – 29 July 2022. The event was held in line with the principles of Free, Prior Informed Consent (FPIC).

The meeting, which was opened by the Head of Forest Development and Social Forestry for the West Papua Provincial Forestry Service, Mr. Yunus W. Krey, S.Hut., M.Sc., was attended by government representatives from the Sawiat and Seremuk sub-districts, as well as representatives from the villages of Wendi and Haha, Forest Farmers Groups (KTH) from the village of Wendi (KTH Wendi 1, KTH Wendi 2, KTH Lembah Hijau) and KTH from the village of Haha (KTH Imian, KTH Sesna, KTH Nagi).

The forest farmer groups in the two supported villages have already secured a Village Forest scheme permit, meaning that they are now allowed to seek support from other parties, in this case, FORCLIME. Through this event, farmers’ group members learned that the assistance that will be provided will not take the form of material or financial support. Instead, FORCLIME will provide support in the form of training aimed at increasing the capacities of forest farmers’ groups and developing their business potentials, including in relation to the production of non-timber forest products.

“We, the Wendi Village government, are extremely grateful to the West Papua Provincial Forestry Service. There is a lot of potential here, but our human resources capacity remains limited. The hope then is that the West Papua Provincial Forestry Service and FORCLIME will be able to provide assistance,” explained the Secretary of Wendi Village, Mr. Yeremias Krimadi.

As a follow-up to this activity, farmers’ groups within the villages of Wendi and Haha, assisted by the village facilitator, drew up a number of more detailed work plans. This village facilitator has received training in the implementation of activities in the supported villages.

Working in collaboration with the Forestry Service of Central Sulawesi Province, FORCLIME held an informal meeting with all of the Heads of Central Sulawesi’s Forest Management Units (KPH) on 21 June 2022 in the city of Palu. The meeting tackled an additional agenda that related to the visits of two quiz winners during the closing workshop of FORCLIME phase 3 in December 2020. Unfortunately, as a result of the Covid-19 pandemic, this field trip to the FORCLIME location was only able to be held in June 2022. The two quiz winners were Mr. Maidiward (former Sub-Directorate Head of Production Forest Management Unit Arrangements at the Directorate of Production Forest Management Units) and Mr. Khulfi M. Khalwani (The Bureau of Planning at the Ministry of Environment and Forestry).

“I welcomed it when FORCLIME proposed an information-sharing session during the visit of Mr. Maidward and Pak Khulfi. FMUs are thirsty for information on developments relating to the implementation of KPHs after the UUCK”, explained the Head of the Forestry Service of Central Sulawesi Province, Dr. Ir. H. Nahardi, MM., IPU, during his opening remarks.

During the meeting, several heads of forest management units discussed the obstacles and challenges that they faced in relation to the operation of FMUs, which mainly relate to human and financial resources, particularly in the wake of the changes that have been made to the duties and functions of the FMU re-garding facilitation. The meeting was also attended by two technical implementing units from the Ministry of Environment and Forestry in Central Sulawesi, specifically the Center for Forest Area Consolidation (BPKH) and the National Park of Lore Lindu.

Addressing the main topic of the informal meeting, Mr. Maidiward offered an analysis that included the facilitation of funds for the development of FMUs, as specifically addressed under Minister of Environment and Forestry (LHK) Regulation No. 8 of 2021 on Forest Management and Forest Management Plans. In ad-dition, Mr. Maidiward’s presentation also addressed the role of echelon I at the Ministry of LHK in support-ing the duties and functions of FMUs, as outlined under Article 23 of Minister of Environment and Forestry Regulation. 8/Menlhk-II/2021

In the wake of this informal meeting, regular meetings of the Central Sulawesi KPH Forum are set to be reactivated after a long break during the Covid-19 pandemic. This kind of meeting is generally perceived to be extremely useful for KPH heads, who are able to share information in ways that support the tasks and functions of FMUs.
