After successful implementations in 2019 and 2020, this year, FORCLIME is set to continue its internship programme. Coordination meetings organised in order to prepare for the implementation of this internship programme were held with representatives from Cenderawasih University (13 August 2021) in Papua and Papua University (19 August 2021) in West Papua. The implementation of the internship program will be synergized with the health and forest conservation programme for communities in and around forests in an effort to harmonize human health and forest health within Tanah Papua. The program is currently in its preparatory stage that encompasses a feasibility study involving interns from the Papua and Cenderawasih universities. The selection process for apprentices is carried out by each university with facilitation being provided by the FORCLIME team in Papua and West Papua. After the selection, six students from the University of Papua and four from the University of Cenderawasih will participate in the FORCLIME internship programme and engage in a feasibility study for a forest conservation-based public health programme that will be implemented by the Alam Lestari Foundation (ASRI). This activity will be carried out in Jayapura Regency (Papua Province) and Tambrauw Regency (West Papua Province), while the results of the feasibility study will determine the type of programme that will ultimately be implemented, which will relate to conservation-based health services through a consideration of the socio-cultural characteristics of the local community. It is expected that students will be able to commence their internships in October 2021.

In order to realise sustainable conservation area management within Papua Province, FORCLIME has committed its support to Wasur National Park (Balai Taman Nasinal Wasur), which is currently evaluating its Long Term Management Plan (RPJP) for the 2014 - 2023 period. As a part of this evaluation activity, a working group that will tackle the RPJP evaluation has been formed and was specifically appointed through the issuance of an official Decree of the Head of Balai Taman Nasional Wasur. FORCLIME itself is member of the evaluation working group, which will evaluate the achievements of the following six main management programs:
1. Status consolidation and area arrangement,
2. Institutional consolidation,
3. Preservation of natural resources and ecosystems,
4. Area utilization,
5. Implementation of research and educational functions, and
6. Economic improvement of communities.

The evaluation was conducted from 23 August 2021 - 3 September 2021 and on 24 August, 2021, FORCLIME attended an online working group coordination meeting. The meeting was opened by the Head of Balai TN Wasur, Mr. Yarman, S.Hut, MP. Several topics were discussed during this meeting including the timeline for the evaluation activities and plans for data collection and data analysis.

The results of the RPJP evaluation will subsequently be used as the basis for the development of a new RPJP Balai TN Wasur for the 2020 - 2029 period.

The Human Resources Extension and Development Agency (BP2SDM) at the Ministry of Environment and Forestry (MoEF), in conjunction with FORCLIME, held a blended online and offline focus group discussion (FGD) with the Heads of Forest Management Units (KPH) located throughout Indonesia on 6 August 2021 in order to evaluate the Young Forester Programme (Bakti Rimbawan). The FGD was held in order to:
1. Collect information about the implementation dynamics of the Bakti Rimbawan programme in the field;
2. Identify the achievements, impacts, challenges, constraints and exit strategy of the Bakti Rimbawan programme (including future schemes for forestry-related human resources for forest management units);
3. Compile collected inputs for the Ministry of Environment and Forestry and local governments regarding the future of Bakti Rimbawan participants who are now active in the field.

According to the Head of Planning, Development and Evaluation of Non-Apparatus HR at the MoEF, Dr Iwan Setiawan, one initiative that can be implemented while an exit strategy is being formulated for the Bakti Rimbawan programme involves provincial governments or the Regional Personnel Agency (BKD) proposing formations of technical personnel. “We ask the local government and BKD from each province to apply for positions as civil servants under special agreements (Pegawai Pemerintah dengan Perjanjian Kerja) or candidate civil servants (CPNS) in order to meet requirements for technical personnel. Several provinces, such as West Nusa Tenggara and West Java, have already proposed and some of the Bakti Rimbawan participants have been accepted as extension workers and as forest rangers (Polhut). Ultimately, we don't want any of the capacity that we have empowered so far to become depleted,” Dr Setiawan added.

In addition, in order to aid evaluation processes, an online survey was also conducted. The results of this online survey and the FGD will be drawn up, compiled and sent as input to the Ministry of Environment and Forestry, as well as to local governments involved in the continuation of the Bakti Rimbawan Programme.
