From 08 to 10 November, the Indonesian Ministry of Forestry hosted the 2nd National Forest Management Unit (FMU) expert pool meeting with support from the GIZ Forests and Climate Change Programme (FORCLIME) in Yogyakarta.  
The purpose of the event which was attended by over 35 forestry academics and professionals across Indonesia was to develop a core group of university based FMU experts to provide advice in FMU development and operation and prepare the setup of training of trainers (ToT) services. This core group will be an important resource hub for knowledge and skill transformation and the basis for setting up regional expert pools as trainers for specific FMUs.

A common understanding on FMU concept, development and operationalization conceptually was developed among lecturers and participants. Additional side events were dedicated to the Higher Education Leadership Forum of Indonesian Forestry (FORETIKA) and academics of the National Forestry  Council (DKN) chamber. A major result was the consolidation of both forae into a new and integrated  organisation of academics, the ” Rumah Akademisi Kehutanan Indonesia (RAKI) / Indonesian House of Forestry Academics”. In addition participants conducted a one day visit to the FMU Yogyakarta to explore potential management and business model concepts and multistakeholder approaches within forest management.

With the intention to support Forest Management Unit (FMU) development ‘on the ground’, GIZ FORCLIME in collaboration with the Center for Controlling Forest Development Regional III (Pusdal III) and the National FMU Secretariat organized a training for FMU staff at FORCLIME’s three pilot districts and provinces in Kalimantan.

The objective of the training was to improve capacities of FMU staff in understanding the basic concepts, planning and operational procedures of FMUs according to the individual characteristics of each forest management area. Additionally, the training is expected to accelerate the independent and professional operationalization of FMUs in Indonesia,  in particular the ones supported by GIZ FORCLIME.

The training was conducted from 22 -24 October in Yogyakarta and was opened by the Head of Pusdal III of the Ministry of Forestry, Dr. Nyoman Yuliarsana. The participants in the training belong to the staff of FMU Kapuas Hulu (10 people), FMU Berau (5 people), and FMU Malinau (3 people). Dr. Yuliarsana’s speech stated that through establishing forest management based on smallest management units (FMUs) it is expected to be able to manage forest resources sustainably and optimally in the future. Therefore it is necessary to have sufficient resources, including human resources that are adequate to and competent in their respective sectors.

Topics presented during the training include FMU management plan establishment (Dr. Agus Setyarso), the concept of FMU development in Indonesia and establishment of FMU working areas (Prof. Hariadi Kartodihardjo), entrepreneurship in managing FMUs (Dr. Bambang Subagyo), and mechanisms of Financial Management Pattern for Sub-national Public Service Agencies (Pola Pengelolaan Keuangan Badan Layanan Umum Daerah - PPK-BLUD) as the financial mechanism of an independent FMU (Mr. Bejo Mulyono, MML - Head of Sub BLUD, Ministry of Home Affairs).

Training activities ended with a field trip to the FMU Yogyakarta to hear about lessons learnt that have been made in the field of FMU financing, in this case income from eucalyptus oil processing, wood crafts, or timber estates (teak, pine and rubber).

As an effort to support the development of human resources for Forest Management Unit (FMU) development, the Center of Forestry Education and Training (CFET) in collaboration with GIZ FORCLIME organized a workshop on Training Needs Assessment (TNA) in Bogor. The training workshop was conducted in early October 2013 and attended by 26 lecturers representing the Forestry Training Center, Forestry Training Centre (BDK) of Bogor, BDK Kadipaten, and BDK Samarinda.

Through increasing the knowledge and skills about TNA, the workshop aimed at contributing to the development of human resources for FMUs in Indonesia. In addition to inputs related to TNA, the workshop also discussed the organizational structure of FMUs (including case studies on FMUs in Kapuas Hulu in West Kalimantan and the FMU of West Berau in East Kalimantan), as well as competency analyses for human resources for FMUs.

The Head of CFET was represented by the Head of the Development Unit for Education and Training, who expressed his appreciation about the ongoing cooperation between CFET and GIZ FORCLIME during the closing ceremony. Additionally, he also expected that the activity will complement the implementation of Competence Based Learning (CBL) at the forestry education and training centers.
