The Head of Berau District initiated a one-day seminar in May 2016 to integrate the vision and mission set during the local election process into the Medium Term Development Plan (RPJMD). The seminar had the theme “Development Breakthrough for Berau’s Welfare, Excellence and Competitive”. Berau District’s mission as stated in its RPJMD 2016-2021 is: to improve the competitiveness of the community; to improve the community’s welfare equally and equitably; to develop regional economic competitiveness based on key sectors; to distribute equal infrastructure development; to improve good governance; and to provide good environment carrying capacity. The seminar that was attended by 300 people is a collaboration between the Government of Berau, private sector, and other programmes in Berau district such as The Nature Conservancy (TNC), or the  GIZ programmes GE-LAMA-I and FORCLIME.

In addition to the Head of Berau District, other resource persons during the seminar included the Vice Head of Berau District, H. Agus Tamtomo, who presented current development processes in Berau for the planning period of 2016-2021; or Prof. Johan Silas, a spatial expert from Surabaya Institute of Technology. According to Prof. Johan Silas, the need for environmental management results from ongoing development processes including waste management, alteration of river water, land and forest fires and global climate change. The social forestry expert Prof. General Mustafa Sardjono from Mulawarman University highlighted the breakthroughs for rural development achieved so far under the framework of the Village Law No. 06 of 2014.
